A New Week of Texas Construction News

Welcome to The Texas Pour—and a warm welcome to everyone joining us for the first time. Thank you for reading, sharing our stories and helping this community grow.
This Wednesday, the pipeline is expanding in several directions: a proposed Google campus in North Texas, two multibillion-dollar West Texas data-center filings, a Houston office tower and a new aircraft-facility buildout. Meanwhile, a major acquisition is reshaping construction services and a court order is changing the outlook for border work.
Here are the announcements, delivery milestones and decisions worth watching.

Google’s Proposed 1GW Campus Puts Archer County on the Map

Project Raptor parcel aerial supplied by Texas Construction Hub
Project Raptor proposes four data-center buildings on approximately 2,800 acres in Archer County. County-hosted plans describe a 1,000MW power request, making electricity delivery central to whether—and how—the campus advances.
Project Profile
Stage: Planning and due diligence
Preliminary power ramp: A small initial portion in 2028; balance in 2031
Approval status: Power delivery remains subject to approval
Those dates are preliminary expectations from April project documents, not a confirmed opening schedule. The proposal does not yet establish a vertical-construction start or an awarded building program.
For construction teams, the next useful milestones are a defined first phase, approved utility arrangements and documented procurement. A large landholding and power request show ambition; they do not confirm an energized campus.

Crusoe files $4.8 billion data centers in West Texas

Aerial view of the proposed Project Hyper site in West Texas
Two registrations near Jayton place $2.4 billion apiece against proposed data-center buildings totaling 1,518,524 square feet. Industry reporting links Project Hyper to Crusoe; the filings themselves identify separate Spur owner entities.
Filed Construction Windows
Spur Building 1: January 31, 2027–June 7, 2029
Spur Building 2: January 13, 2027–May 25, 2029
Status: Registered schedules; field starts not confirmed
The $4.8 billion figure is the combined estimate for two registered packages. It is not evidence that construction has begun or that the full sum has been awarded to one contractor. Building completion, power availability and operational handover will need to be tracked separately.

TSMC Talks Add a New Question to Terafab’s $16.8B+ First Phase

Elon Musk has acknowledged discussions with TSMC, bringing potential operating expertise into the conversation around the Grimes County semiconductor development. No concluded partnership has been announced.
The state’s earlier announcement identified more than $16.8 billion in first-phase investment and 3,000 jobs. Those figures describe the announced SpaceX development—not a new financial commitment from TSMC.
The next meaningful update would define any partner’s role, the facilities involved and the relationship between building delivery and production-equipment installation.

Waldorf Astoria’s 106-Acre Hill Country Resort Moves Ahead

Architectural rendering of the Waldorf Astoria Texas Hill Country resort
The planned resort has cleared a roadway-planning hurdle following a conceptual alignment decision by Fredericksburg City Council. The developer says site work is underway, with opening targeted for 2029.
Plans include 60 hotel rooms, 37 resort villas and 50 private residences, alongside five food-and-beverage venues, an 11,000-square-foot spa and 6,000 square feet of meeting space.

Houston’s 100 Park Place Moves Into Construction

Developer rendering of Houston’s 100 Park Place
Rendering: Park Place River Oaks / Stonelake Capital Partners.
Stonelake is starting a 17-story office tower at 4100 Westheimer Road, according to October 5 reporting. The speculative development combines roughly 250,000 square feet of offices with ground-floor retail and structured parking.
The reported delivery target is the first quarter of 2028. Older state filings cover a larger gross construction area, including parking, and carry different dates; those records should not be treated as the current leasing area or a reconciled construction schedule.

Texas A&M’s $133.4M Meat Science & Technology Center Advances

The approximately 85,600-square-foot West Campus development in College Station brings teaching, research and meat-processing facilities together in a $133.4 million program.
Following the May groundbreaking, the latest reported filing lists a September 30 construction-window start and February 2028 completion. The later filing describes a construction window within the wider project.
