Project Spotlight Integra Files $8 Billion Data Center Building In Quanah A new state registration puts Clocktower – NWB 05 in focus: a 288,355-square-foot, single-story network building with office space at 4628 Four Corners Road. The filing lists JHET Architects as designer and a November 2026–December 2028 construction schedule. The registered $8 billion value is distinct from Integra’s previously stated $6.7 billion investment for the wider 756MW Quanah campus. They should not be added together. The owner of record is 19000-200 Holdings LLC; a tenant and general contractor have not been disclosed. Registration establishes a defined building scope and filed program. It does not confirm that construction has started. Our dedicated Project Insights profile brings the campus details and latest updates together. |
Project Movement Toyota Files $200 Million Sitework Package In San Antonio Toyota has registered a $200 million sitework package at its San Antonio manufacturing campus. TMMTX Sitework 1 covers approximately 71.9 acres, with SSOE Group listed as designer and a filed schedule of December 2026–December 2028. The package supports future building expansion. Its registered area describes sitework rather than new factory floor space, and the filing does not explicitly tie the work to Toyota’s wider $3.6 billion Tacoma assembly-line expansion. A general contractor has not been confirmed. |
Coming This Friday The TCH M&A Report Releases November 6Our next M&A Report arrives this Friday, bringing together the deals and acquisitions shaping the Texas construction market. Look out for the release on Texas Construction Hub. |
Infrastructure Spotlight Harbor Island Water Network Estimated At $6.4 Billion The Nueces River Authority’s proposed 100-million-gallon-per-day desalination project pairs a Harbor Island plant with an extensive inland supply network. The reported $6.4 billion estimate is split roughly evenly between the plant and conveyance infrastructure. The scope includes approximately seven miles of subsea tunnels, more than 200 miles of pipelines and pumping stations. IDE was selected to finance and build the plant, while a general-contractor selection and detailed delivery packages remain to come. TCEQ issued the final permit in September. Water pricing is expected in January 2027, and potential long-term offtake arrangements remain central to turning the proposal into a funded construction program. $1.6 Billion Loop 1604 ExpansionSan Antonio’s Loop 1604 expansion remains a major infrastructure program to follow, with interchange work and changing ramp arrangements shaping construction sequencing. The latest update tracks progress across the corridor. Texas Highway Construction AwardsTexas has awarded $471.8 million in highway construction contracts. The October awards span highway improvements, routine maintenance and a new San Marcos facility, adding to the state’s active transportation workload. |
Data Center Delivery Galaxy Targets Q2 2027 Helios Phase II Deliveries Galaxy’s October update points to first data-hall deliveries in Q2 2027 for its 260MW critical-IT-load Phase II in Dickens County. Steel is progressing on the first building, the second is under construction, and the company says the substation remains on schedule and budget. Phase II uses 400MW of utility capacity. Galaxy has also identified $230 million of long-lead electrical equipment. The separate 830MW Helios II development targets a later phase of growth and should not be confused with this two-building package. |
Four Projects We’re WatchingCipher’s Colchis Receives Conditional 1GW ClassificationCipher’s November 2 update gives Colchis a 1GW conditional baseload classification from ERCOT. That advances the power-development picture, but it is not an unconditional energization approval or a construction-start announcement. Stream-Linked Saltworks Reaches About 2,500 AcresThe reported footprint near Graham continues to grow. A November start and tenant announcement have been discussed publicly, but remain unconfirmed. Water-agreement terms and developer-funded utility upgrades are key next steps. Southwestern Breaks Ground On Georgetown DevelopmentThe 560-acre mixed-use program begins with a 67-acre first phase. Georgetown’s planned 75,000-square-foot service center is the first tenant, with a mid-2028 opening target. The separate $16 million Phase 1A infrastructure package is only one part of the wider development. StreetLights Builds $102.9 Million Plano TowerThe Park at Legacy’s first phase includes a 22-story, 261-apartment tower, garage and townhomes. Its $102.9 million registered estimate describes construction, while the reported loan and equity amounts describe financing. Published completion targets span late 2028 and early 2029. |
Infrastructure WatchDFW Weighs $660 Million Terminal F Fit-Out IncreaseA proposed amendment would raise American Airlines’ reimbursement ceiling from $50 million to $710 million for Phase 1 and 1A work. The shell and core are already under construction. A board vote is scheduled for November 5; the agreement excludes separately purchased MEP equipment and owner contingency. $197.9 Million Longview Interchange AdvancesTxDOT’s November 2 update records clearing and construction at I-20/SH 31. Direct connectors, bridges over I-20 and the Union Pacific railroad, and replacement of left-hand exits form part of a program targeting May 2030 completion. |
Construction Milestone HITT Breaks Ground On NASA’s Houston Fabrication Facility HITT and NASA have broken ground on the 37,625-square-foot Applied Spaceflight Fabrication Facility at Johnson Space Center. Building 70 will consolidate precision manufacturing in a dedicated high-bay machine shop for spaceflight components. HITT is the general contractor. Its broader campus contract forms part of a $300 million multi-award program, not a $300 million budget for this building. A standalone construction value and completion date have not been disclosed. |
Manufacturing Watch SpaceX Plans 2.14-Million-Square-Foot Texas Expansion A reported 2.14-million-square-foot expansion in Bastrop puts SpaceX’s manufacturing and warehouse footprint back in focus. The scale points to a substantial building program as the company continues expanding its Texas operations. Sherman Emerges As A Candidate for Potential TSMC ExpansionSherman has emerged in reporting around a potential $120 billion TSMC investment. This remains a prospective development rather than a confirmed site selection or construction award; an owner announcement would be the key next milestone. |
Project Deep Dive Data Center Project Of The Year: Stargate Abilene Take a closer look at the Abilene campus featured as Data Center Project Of The Year 2025. Our Project Insights profile explores the campus, construction milestones and project-team information behind this major Texas development. |
Acquisitions Valero Plans Houston Refinery Restart Following $320.5 Million AgreementValero’s $320.5 million acquisition agreement covers an adjoining 700-acre industrial property and supports a proposed restart of Houston refinery operations. The agreement brings the site’s future industrial use back into focus, with the restart program and delivery details the next developments to track. |
