Project Spotlight Kiewit And HD Hyundai Plan Ingleside Shipyard A proposed shipyard in Ingleside would combine HD Hyundai’s shipbuilding technology with Kiewit’s engineering and heavy-fabrication capabilities. The partners announced their plan for HD Kiewit Shipbuilding on October 22, with TCH covering the development this week. The purpose-built yard would occupy an existing industrial site with deepwater Gulf access. The companies target construction in 2027 and full-scale operations in 2029, with potential for up to 3,000 jobs. The proposal creates a substantial coastal manufacturing opportunity, but a disclosed construction budget and detailed package schedule remain to come. Those next announcements will show how the joint-venture plan becomes a sequenced shipyard build. |
Project Spotlight $8.2 Billion ST LNG Offshore Terminal Clears Licensing Milestone The U.S. Maritime Administration has approved the deepwater-port license application for ST LNG’s proposed terminal offshore Matagorda County. Announced October 28, the decision advances a substantial marine and energy infrastructure program. At full buildout, plans call for four liquefaction systems totaling 8.4 million tonnes of annual capacity, 20 platforms, four floating storage units, four mooring systems and approximately 7.7 miles of pipeline. Construction is expected to begin in 2027, with initial operations targeted for 2029. Delivery is phased, so that operating target should not be read as completion of every system. Principal EPC appointments and the detailed construction sequence remain important next milestones. |
Manufacturing Watch SEG Solar Plans $950 Million Cell Plant In Tomball SEG Solar has signed a land agreement for a planned $950 million heterojunction solar-cell facility at its Tomball Industrial Campus. The October 29 announcement outlines 4GW of annual cell-production capacity and more than 700 projected local jobs. Two 2GW phases are targeted to enter operation in 2028 and 2029. The proposed plant would sit beside the company’s existing module facility and a second module plant already under construction, bringing more of the manufacturing chain onto the campus. The land agreement is the confirmed milestone. A construction start and principal contractor appointments have not been announced. |

Project Movement Walmart Announces $400 Million Distribution Center Walmart has been identified as the owner behind Project Theo, Cibolo’s planned $400 million automated distribution center. An October 28 filing puts the retailer’s name to the development at 3641 S. Santa Clara Road. Plans combine a 712,500-SF distribution building with 31,933 SF of offices on approximately 126 acres. ESI Group USA is the design firm, and the facility is expected to create at least 425 jobs. The filed construction window runs from February 2027 to August 2029. General contractor and specialist trade appointments have not yet been announced. |
Infrastructure Watch Water, Rail And Power Investment AdvancesMary’s Creek: $538 Million Authorized Construction ContractFort Worth authorized Webber Waterworks’ $537.98 million contract on August 25. Newly covered by TCH this week, the package provides an initial 10 million gallons per day of treatment capacity, membrane bioreactor technology and reclaimed-water infrastructure. Current mobilization and the final completion schedule remain unconfirmed. TEXRail: $270 Million Extension Breaks GroundTrinity Metro held its groundbreaking on October 29 for the approximately 2.1-mile extension from Fort Worth T&P Station to the Near Southside Medical District. The new station is planned at 1308 Leslie Street on land donated by Baylor Scott & White Health. An opening date remains to be confirmed. CenterPoint: $70.7 Billion Ten-Year Capital PlanThe utility’s expanded company-wide capital program brings approximately $1.5 billion forward into 2026–2030. Its outlook includes up to 14GW of additional Houston-area demand by 2030. That is a forecast, while the $70.7 billion total covers the broader company program rather than Houston transmission alone. |
Project Milestone UTHealth Houston Opens $298 Million Public Health Building UTHealth Houston has formally opened its approximately 350,000-SF School of Public Health building at 1930 Old Spanish Trail. The $298 million facility brings laboratories, teaching areas and research accommodation into use. Vaughn Construction was previously identified as the builder. The opening marks the transition from construction to occupation for a substantial education and healthcare investment. |
Company Results Texas Companies Deliver Record-Breaking Q3 ResultsTexas contractors are reporting substantial growth as power infrastructure, data centers and advanced manufacturing fuel demand. Quanta Services and Sterling Infrastructure both posted record quarterly revenue and raised their full-year forecasts. Quanta Services: The Houston-based group reported $12.01 billion in revenue, up 57.4%, and a record $63.73 billion backlog. Electrical infrastructure contributed $9.80 billion of quarterly revenue. Sterling Infrastructure: The Woodlands-based contractor reported $1.56 billion in revenue, up 127%. Its combined backlog reached $6.14 billion, comprising $4.14 billion in signed contracts and $2 billion in unsigned awards. The results show the scale of demand reaching Texas-based contractors, with electrical and mission-critical construction central to both companies’ growth. |
Five Projects We’re WatchingSpaceX Bastrop: Reported 2.14 Million-SF ExpansionOctober 30 reporting identifies another substantial manufacturing building. Its building-specific registration, construction value and schedule have not been independently established, so the reported area remains a development lead rather than a fully verified construction package. Colovore: $430 Million Alliance Data CenterThe planned 32MW DFW02 facility at 14700 Heritage Parkway in Fort Worth includes a 156,500-SF building and four data halls. Ci Design is named as designer; the state filing lists December 2026 to December 2028 for construction. A general contractor appointment remains unconfirmed. STACK-Linked Lancaster Building: $540 Million FilingThe DFW02B registration outlines a 360,044-SF, two-story office and data-center building at 1130 East Belt Line Road. SI DFW02CAMPUS LLC is the owner and Corgan the designer. The registration does not identify a tenant or confirm a construction start. Edged Fort Worth: $287 Million Interior PermitAn October 23 permit covers interior construction for Building 1 at Edged Energy Outpost, 9700 Team Rockbrook Parkway. The declared value describes this fit-out package, rather than the full campus investment. Hunt–Prologis: 780-Acre Terrell CampusThe partners’ entitled Terrell 20 Business Park could accommodate up to 11.5 million SF, with individual build-to-suit facilities approaching 1.9 million SF. Initial tenants and building-specific construction appointments remain to be announced. |
Semiconductor Watch Sherman Emerges In Reports Of Potential TSMC ExpansionFresh reporting identifies Sherman as a possible leading location for TSMC’s next major U.S. investment. The coverage follows the company’s earlier acknowledgment that it was evaluating opportunities in Texas. The reported $120 billion scenario remains potential investment, with different facility configurations under discussion. A confirmed site selection, committed scope and construction schedule have not been announced. The story belongs on the watch list while those decisions remain unresolved. |
Contractor Watch Orion Secures Record $115 Million Concrete ContractHouston-based Orion Group Holdings has announced the largest contract in its concrete business: a $115 million mission-critical package covering foundations, slabs and site paving across multiple buildings. The award is included within approximately $250 million of October awards and change orders. The project’s location is not established here, so the company’s Houston headquarters should not be taken to mean the work is in Houston. |
