Project Spotlight $600 Million Two-Tower Development Proposed In Knox-Henderson Dallas’ Knox-Henderson district could gain a substantial hotel and residential development at McKinney and Webb avenues. Jonas Woods and 3-O Real Estate Partners are planning two towers on approximately 2.2 acres, with a proposed investment of $600 million. Ivy Park would rise around 400 feet over 30 stories, combining a 97-room boutique hotel with 63 luxury condominiums. The English is planned at around 240 feet and 20 stories, with roughly 90 residential units. Underground parking, public-facing amenities and site improvements connect the wider program. The development remains a proposal, with construction yet to start. Its next meaningful milestones are the approvals, financing and delivery arrangements needed to move two substantial buildings from plans into construction. |
Project Spotlight QTS Advances $300 Million Fort Worth Expansion QTS is expanding its established Fort Worth campus with a 147,946-SF, two-story facility and dedicated equipment yard at 14100 Park Vista Boulevard. Permits valued at up to $300 million cover the FTW1 DC1 expansion, with Corgan Associates identified as the design firm. Construction began July 1, according to the published project update, with completion targeted for October 1, 2027. The building adds to a campus with more than 70MW of existing critical capacity; that campus figure is not a disclosed capacity allocation for the new building. This project is also separate from the nearby $220 million FTW1 DC2 development at 14052 Park Vista Boulevard. Tracking the address and building designation helps keep the investment totals and delivery milestones clear. |

Project Deep Dive Inside Fort Worth’s Planned $2.1 Billion Hicks Field CampusThe first building is under construction at a planned five-building, 107-acre data-center campus in North Fort Worth. ACS DC Hicks Field Road LLC is developing the property at 10200 Hicks Field Road, with Corgan Associates as architect. The initial DFW11 building totals 251,303 SF and carries a $280 million construction estimate. Reported combined building permits are approximately $368 million, while the $2.1 billion figure describes the wider campus plan. These are different measures of scope, not separate investments to add together. The published update places the first building’s construction start in January 2026 and targets completion for June 26, 2027. Campus development extends through 2034, with Oncor service planned through an adjacent private substation. Our newest Project Insight brings the phased campus, building scope and infrastructure milestones into one profile. It is a useful reference for following the first building without confusing its schedule with the full development horizon. |
Project Spotlight $500 Million-Plus Americana By Loews Hotel Under Construction In Arlington Arlington’s Entertainment District is adding another major hospitality development. Americana by Loews Hotels is under construction at 1500 Convention Center Drive, with an investment exceeding $500 million. The 23-story hotel will offer 507 rooms, including 39 suites, and more than 83,000 SF of indoor and outdoor event space. HKS is the architect, and completion is targeted for 2029. The development replaces the former Sheraton Arlington Hotel. Its approximately $227.34 million building permit covers part of the construction program within the larger development investment. |
Manufacturing Milestone E-Space’s Arlington Satellite Manufacturing Complex Tops Out E-Space has reached topping out at its North American headquarters and satellite manufacturing development at Arlington Municipal Airport. The city announced the structural milestone on October 23, with completion targeted for summer 2027. The development combines 480,000 SF of manufacturing and offices with a separate 33,450-SF hangar, plus parking, an access road and an aircraft apron. Arlington Economic Development Corporation is developing and will own the industrial real estate, leasing space to E-Space. The milestone advances the building program; it does not mark the start of production. Remaining building systems, equipment installation and airport connections will determine the path to operational readiness. |
Infrastructure Watch Natural Gas Storage Project Near Houston Expands First Phase NeuVentus has expanded the initial phase of its Texas Reliability Underground (TRU) Hub in Liberty County. The proposed development now includes three natural-gas storage caverns, increasing planned working capacity from approximately 20 billion to 28 billion cubic feet. A 35-mile pipeline header is planned to connect with ten major interstate and intrastate pipeline systems. The developer expects injection capacity of 840 million cubic feet per day and withdrawal capacity of 1.68 billion cubic feet per day, supporting LNG, power and other Gulf Coast customers. The October 13 expansion announcement advances the project’s planned scope; it does not mark an operating-facility opening. |
Infrastructure Watch Highway And Interchange Construction Moves ForwardHouston’s $13 Billion I-45 Program Enters New Drainage PhaseDowntown crews are installing 12-foot-by-12-foot storm sewer boxes beneath Hamilton Street, connecting drainage to a new pump station and detention pond near Buffalo Bayou. Street and ramp restrictions are scheduled from October 26 through March 26, 2027. The work is one phase within the wider North Houston Highway Improvement Project; the $13 billion figure covers the overall program. $533.2 Million Eastex: Drainage And FoundationsWilliams Brothers Construction is progressing drainage, bridge foundations, columns and piling on the northern I-10/US 69 interchange in Beaumont. The project widens I-10 from four lanes to six between the Hollywood Overpass and 7th Street, with completion targeted for spring 2031. $315.4 Million Cardinal: Bridge Structures AdvanceThe separate southern interchange contract covers I-10 from Walden Road to US 90. Williams Brothers is advancing columns, caps, drilled shafts and retaining walls, with a spring 2031 completion target. $81.5 Million US 69: Concrete Bridge DecksCrews are placing decks as the US 69/SH 73 cloverleaf is replaced with a turbine-style interchange. The October 26 update identifies bridge work, including the Canal A crossing, with completion targeted for fall 2027. |
Project Milestones LBJ Hospital Expansion Passes 4 Million Construction HoursHarris Health’s Houston campus expansion surpassed 4 million construction person-hours in September, according to its October update. Progress spans the John M. O’Quinn Hospital, Central Utility Plant and visitor parking garage, with McCarthy Building Companies participating in construction and HKS in design. Hospital crews are advancing mechanical, electrical and plumbing systems and interior finishes through Level 13. Utility-plant piping and equipment installation continue, domestic water tank testing is complete, and CenterPoint vault transformers have arrived. The program targets contractual substantial completion in September 2028 and the first patient on January 15, 2029. Those separate dates reflect the transition from construction completion to clinical readiness. |
Project Movement Pipelines And Tunneling: Delivery UpdatesHutto Wastewater Project Faces Six-Month Delay After 1,500 Ft Of Pipe Incorrectly InstalledHutto’s Southeast Loop wastewater project requires remediation after officials identified approximately 1,500 feet of incorrectly installed pipe within a 2,200-foot section. The revised completion target is March 2027. Corrective work, testing and connections to related infrastructure remain the next milestones. The affected section is part of a larger interceptor program. Boring Company’s Prufrock-5 Arrives In San AntonioDelivery of the tunnel-boring machine advances preparations for Morgan’s Inclusion Tunnel. The school district approved a right-of-way request on October 19, while TxDOT approval remained outstanding in the October 21 report. The tunnel is targeted for spring 2027, with broader works in fall 2027; machine delivery does not confirm the tunnel drive has started. $580 Million Pipe Supply Contract AwardedAn approximately $580.3 million coated steel pipe order supports natural-gas infrastructure serving an unnamed hyperscale data-center complex in the Permian Basin. US manufacturing and deliveries are scheduled for fiscal year 2029. The award covers pipe supply; the route, overall construction cost and installation contractor remain undisclosed. |
Manufacturing Watch Industrial Buildings Move Toward ProductionLITEON: $90 Million McKinney ConversionBuilding E at 310 Cypress Hill Drive is being adapted for manufacturing within LITEON’s wider $919 million investment program. Its registration covers a $90 million renovation of approximately 488,350 SF, including offices, assembly areas, warehousing and parking. The filed completion target is August 31, 2027. LAMP: December First-Phase TargetLiberty Advanced Manufacturing and Power targets December 2026 for Phase I buildings, sitework and utilities. The developer’s October 23 progress photographs show continuing activity. The more-than-$3 billion investment describes full buildout, including longer-term infrastructure, rather than only the December works. |
Projects We’re WatchingFort Worth: Westside Village’s First PhaseThe $1.7 billion district plan is advancing through an initial phase that includes 308 apartments. A reported $46.3 million building permit sits within the broader first-phase investment. The latest and earlier completion targets differ, so a reconciled developer schedule remains worth watching. Houston: Rice Prepares for $170 Million Residential TowerTree relocation and preparatory work precede the planned 24-story Greenbriar Residences. Reported construction targets run from late 2026 through late 2029. Rice’s adjacent $120 million Gateway program has a separate scope and budget. San Antonio: JCB Plans $8 Million DealershipA 24,000-SF dealership at 13806 State Highway 16 South has a filed November 16 start and January 31, 2028 completion. The project is separate from JCB’s $500 million manufacturing plant, where production is targeted for Q1 2027. |

Acquisitions EQT Agrees To Acquire Fort Worth-Based Range ResourcesEQT and Range Resources announced an all-stock merger agreement on October 26. Range shareholders would receive 0.987 EQT shares per Range share, with closing expected in Q1 2027, subject to shareholder and regulatory approvals. The companies describe a combined enterprise value exceeding $50 billion. That figure is the value of the combined business, not a Texas construction budget. Range’s main producing assets are in Appalachia; the deal has not announced a separate Texas building or pipeline contract. |
Legal & Regulatory Watch Ballpark Financing And Data-Center PermitsSan Antonio’s $160 Million Ballpark Faces Funding HurdleWeston Urban must secure financing for the adjacent first phase—more than 600 apartments and a hotel—before public bonds can be issued for the proposed Missions ballpark. A 2029 opening remains the target, requiring a start by late spring 2027. The project remains proposed and has not been cancelled. TCEQ Dispute Extends Beyond StormwaterFollowing the changes covered in #008, October 26 reporting examines air-emission certifications, public notices and generation-equipment reviews. Watchdog groups question activity after the September 21 directive; TCEQ disputes noncompliance. The update concerns the scope of the pause, with project-specific construction effects still dependent on individual authorizations. |
